Across states, election administration officials are wrapping up the final steps of the post-vote process. In most states, certification at the state level will take place this week, if it is not already complete.
All of the counties we’re tracking have already certified the election, except for Pennsylvania, where there was a scheduled recount in the U.S. Senate race until it was suspended last Thursday, November 21. County certification in Pennsylvania is scheduled to be completed today, Monday, November 25. In North Carolina, state-wide recounts mean that results are now unofficial and will be made official again after those recounts are complete.
While we anticipated seeing extensive challenges around certification in the post-vote period based on the past actions and indicators from election deniers, we are not seeing the breadth of process disruption, likely due to the outcome of the election.
Here’s what to expect in the post-vote processes in each state in the coming week:
Arizona
All counties have completed the county canvasses on time (the deadline was Thursday, November 21).
Recount orders were filed in court on Friday, November 22. State Representative for Legislative District 2, Maricopa Co. Board of Supervisors District 3, Fountain Hills Town Council, Page City Council, and Pima Co. Sheriff races are headed to a recount.
The statewide canvass of election results begins today, Monday, November 25.
Florida
The statutory deadlines to contest county elections and state elections fall on Thanksgiving and the Friday following Thanksgiving, respectively, which are state holidays. That pushes the deadline to contest elections until Monday, December 2, 2024.
By Thursday, December 5, Supervisors of Elections must submit updated official voting history files, precinct-level election results, and reconciliation reports of voting history and precinct-level election results, to the Division of Elections in the Department of State.
Also by Thursday, December 5, Supervisors of Elections must provide voters with a system for them to learn whether their provisional ballot was accepted or rejected, and if not, the reasons why.
Georgia
The deadline for the Governor to certify presidential electors is today, Monday, November 25.
Tuesday, December 3 is the run-off election for any races in which a candidate did not receive a majority (i.e., 50%+1) of the vote. (For a look at the segregationist roots of why Georgia has run-off elections, check out this article from 11 Alive.)
Election superintendents must submit the November General Election Reconciliation Report to the Secretary of State by Thursday, December 5.
Voters in the run-off election must cure their provisional ballots by Friday, December 6.
Voters in the run-off election must cure domestic vote-by-mail ballots by Friday, December 6.
The receipt deadline for UOCAVA ballots in the run-off election is Friday, December 6.
Michigan
All counties have completed canvassing and certification (the deadline was Tuesday, November 19).
The deadline to complete the state canvass is today, Monday, November 25.
The deadline to request a recount of a local or county race is today, Monday, November 25.
Nevada
All counties have completed the county canvass and certified the election results.
The deadline to demand a recount or to file a contest has passed.
State canvass and certification will occur tomorrow, Tuesday, November 26, at which point the election will be finalized.
North Carolina
County canvassing and certification has completed but since there is a statewide recount, those results are unofficial until the recounts are completed.
Recounts are ongoing in a North Carolina Supreme Court race and in four state legislative races. The recounts are expected to finish this week.
Initial arguments in a contest surrounding ballots counted in the North Carolina Supreme Court race will be filed this week and next week to the State Board of Elections.
Ohio
All 88 Boards of Elections have completed canvassing and certification (the deadline was Wednesday, November 20).
The Secretary of State has until Monday, December 2 to certify statewide election results.
The deadline to file a request for a recount is Monday, December 2.
The post-election audit begins Monday, December 2.
Pennsylvania
The U.S. Senate race statewide recount was suspended following Senator Casey's concession on Thursday, November 21. The Pennsylvania Department of State informed counties they are no longer required to complete recounting votes, basing this announcement on “the best interests of county election offices and taxpayers.”
All counties must certify election results today, Monday, November 25. The state canvass begins after this.
The statewide Risk-Limiting Audit is underway.
Virginia
The deadline to file a petition for a recount in a city or county office or race is today, Monday, November 25. The deadline could have been sooner, depending on when certification occurred.
The State Board of Elections must meet to ascertain the results by Monday, December 2, although it does not have to certify the results until three days later, on Thursday, December 5.
The deadline to contest a county, city, town, or district office race is Thursday, December 5.
The deadline to contest the election of electors for President and Vice President is Saturday, December 7 at 5 p.m.
Wisconsin
All counties have completed canvassing and certification (the deadline was Tuesday, November 19).
The deadline to file a petition for a recount has passed (the deadline was Wednesday, November 20 for the presidential race, and Saturday, November 23 for other races).
The Wisconsin Election Commission (WEC) Chairperson canvassed and certified official result of the special election held for U.S. Congressional District 8. The WEC Chairperson has until Dec. 1 to complete state certification.
The post-election voting equipment audit will be completed by Wednesday, November 27.
